The site of the former Clearwater City Hall will be transformed into a 28-story mixed-use development, marking another milestone in the evolution of downtown.
The project, called The Bluffs, will include 400 luxury apartments, 12,000 square feet of retail space and 440 parking spaces. Construction is projected to finish by 2028.
“The Bluffs brings a bold vision for our city’s future to life along the waterfront,” Clearwater Mayor Bruce Rector said at a groundbreaking ceremony on Monday. “This is an exciting step forward for our community, bringing new residences, expanding opportunity and shaping a more vibrant, connected downtown.”
The old City Hall was condemned in 2019 after asbestos was discovered in the building. In 2022, voters approved the sale of the property to make way for a redevelopment project.
The city selected the New York-based Gotham Organization and the Palm Harbor-based DeNunzio Group to develop the project through a competitive bid process. They paid $3.45 million for the site.
The Denunzio Group is also leading the redevelopment of the former Harbor View Center a block away, turning it into a 158-key Hilton Hotel. That project is expected to be completed in 2027.
