Tampa company plans 550-acre ‘rural retreat’ on Hernando-Pasco line

Clay Hill would include a 130-room resort, equestrian center and working farm

A Tampa company has unveiled plans for a 550-acre “rural retreat” straddling the Hernando-Pasco county line, anchored by a 130-room luxury resort, an equestrian center, a working farm and a limited number of private estate homes.

Blake Casper, CEO of Caspers Company, announced the project, called Clay Hill, in an Aug. 19 news release. About 330 acres are in Pasco County and 220 acres in Hernando County. The site is at 18424 Clay Hill Road in Dade City.

Plans also call for a clubhouse, a chapel, wellness programming and farm-driven restaurants, according to the release.

The company said the design is rooted in the property’s natural landscape and rural character, with open space, rolling hills and oak-draped acreage central to the experience. The vision draws on wellness and hospitality properties such as Canyon Ranch, Blackberry Mountain and Soho Farmhouse, as well as the equestrian traditions of Argentina and Uruguay, the release said.

Clay Hill is expected to create jobs, expand tourism, support local businesses and add to the long-term tax base in both counties, the company said.

The development team plans to hold community town halls as planning moves forward to explain the project and gather feedback from residents.
